Qualifications

  • The ASHA candidate must be a woman who is a resident of the village, preferably married, widowed, divorced, or separated, and ideally within the age bracket of 25 to 45 years.
  • The ASHA candidate should possess effective communication skills, demonstrate leadership qualities, and have the ability to connect with the community.
  • The candidate should be literate with a minimum formal education of 10th Class.
  • The candidate should have the support of her family and community to ensure she has sufficient time to perform her duties.
  • The educational and age criteria may be relaxed if a suitable woman with the specified qualifications is not available in the area.
  • Adequate representation from disadvantaged population groups must be ensured to better serve these communities.
  • The general standard for ASHA selection in rural areas is one ASHA for every 1000 residents (with a +/- 10% variance).
  • In tribal, hilly, and desert regions, the standard may be adjusted to one ASHA per habitation, contingent on workload, geographic distribution, and challenging terrain.
  • The Village Health and Sanitation Committee (VHSNC) is required to convene a meeting to nominate three eligible candidates for each vacancy within the specific village. These nominations, along with properly recorded minutes of the meeting, must be forwarded to the relevant Primary Health Center (PHC) Medical Officer for further processing.
  • The PHC Medical Officer will then forward all applications received from various villages to the District Health Society for the selection process.
  • The District Health Society is responsible for overseeing the entire recruitment process and selecting one candidate from the three shortlisted individuals recommended by the VHSNC. To effectively supervise this process at the district level, the society should designate a District Nodal Officer from the regular cadre, who will be supported by the District Community Mobilizer.
  • The ASHA candidate must be a woman resident of the slum or vulnerable cluster and belong to the specific vulnerable group identified by the District Health Society for ASHA selection.
  • The candidate should preferably be married, widowed, divorced, or separated, and ideally be in the age range of 25 to 45 years.
  • The ASHA candidate should possess effective communication skills, fluency in the local language of the area/population she is expected to cover, leadership qualities, and the ability to connect with the community.
  • The candidate should be literate with a minimum formal education of Tenth Class. Preference should be given to women with Class XII qualifications who are interested and willing.
  • The educational and age criteria may be relaxed if a suitable woman with the specified qualifications is not available in the area, and within that particular vulnerable group.
  • The candidate should have the support of her family and community to enable her to find the time to carry out her tasks.
  • Adequate representation from disadvantaged population groups should be ensured to serve such groups better.
  • The general norm for selecting ASHA in urban area will be “One ASHA for every 2500 (+ or — 10%) population.
  • The Urban Health and Sanitation Committee (UHSNC) should convene a meeting to nominate three eligible candidates for each vacancy within the particular ward. These nominations must be forwarded to the concerned Urban Primary Health Center (UPHC) Medical Officer for further processing, and the minutes of the meeting should be properly recorded.
  • The UPHC Medical Officer forwards all applications received from various wards in the urban context to the District Health Society for the selection.
  • The District Health Society must oversee the entire recruitment process and select one of the three (3) short listed names recommended by the UHSNC. To supervise this process at the district level, the society should appoint a District Nodal Officer from the regular cadre, who will be supported by the District Community Mobilizer.
