The Department of Posts holds the responsibility of ensuring access to fundamental postal services for all citizens across the nation. Despite India’s possession of the world’s most extensive postal network, encompassing approximately 156,000 Post Offices, the need for additional postal facilities remains. To efficiently address this ongoing demand, the Department of Posts implements a Franchise Scheme, offering postal services through two distinct franchise models.

Job Description

The Department of Posts is offering a Franchise Scheme to enhance postal service accessibility in both urban and rural communities. This scheme includes two distinct franchise models: Franchise Outlets that deliver counter services and Postal Agents who facilitate the sale of postal stamps and stationery.

Responsibilities

• Sale of stamps and stationery, including philatelic items.
• Booking of registered articles, including registered parcels; speed post articles, including speed post parcels; money orders (utilizing the EDBO model); e-post services; and related offerings.
• Acting as a direct agent for Postal Life Insurance (PLI) and providing after-sales service, including premium collection, contingent upon meeting agent eligibility criteria.
• Marketing products under corporate agency or tie-up agreements held by the Department, and providing related follow-up services, contingent upon agreements with the organizations involved.
• Providing retail services, including the sale of revenue stamps and Central Recruitment Fee (CRF) stamps, and facilitating bill/tax/fine collection/payment services, contingent upon agreements with participating organizations.
• Facilitating the provision of e-governance and citizen-centric services, contingent upon agreements with participating organizations.
• Implementing any other service introduced by the Department that is deemed suitable for the franchise model, contingent upon agreements with participating organizations.
• Postal Agents are authorized to provide counter services related to postal stamps and stationery (including philatelic items) only.
• Postal Agents must provide counter service for a minimum defined duration and possess the flexibility to operate around the clock.

Qualifications

• Eligible applicants include individuals, institutions, organizations, and entities such as corner shops, paanwalas, kiranawalas, stationery shops, small shopkeepers, in both urban and rural areas, as well as new urban townships, special economic zones, major highway projects, emerging industrial centers, colleges, polytechnics, universities, and professional colleges.
• Immediate family members of current postal employees are ineligible to participate in the franchise scheme within the same Division where the postal employees are employed.
• Age Requirement: Applicants must be at least 18 years old. There is no upper age limit.
• Educational Qualifications: Applicants must have passed the 8th grade from a recognized school (Franchise Outlet). No specific educational qualification is required (Postal Agents).
• Applicants must possess suitable, appropriately located, and accessible premises, properly maintained with approved signage.
• Applicants must demonstrate willingness to invest in the business and provide details on premises management, operating hours, proposed investments, market conditions, product marketing plans, customer base awareness, and community involvement.
• A comprehensive business plan should be developed, considering the anticipated minimum level of business/revenue defined by the Divisional Head for the specific franchise.
• Postal Agents must possess suitable premises, shops, or outlets, with adequate postal stamps and stationery available for sale. The premises must be properly maintained with approved signage.

Franchisees must provide a security deposit in the form of National Savings Certificates (NSC), the amount of which is determined by the maximum expected daily financial transactions. The minimum security deposit required is Rs. 5,000.
